1. What is ELDT?
ELDT (Entry-Level Driver Training) is a set of federal training requirements established by the Federal Motor Carrier Safety Administration (FMCSA) for certain individuals seeking a commercial driver's license (CDL) or specific CDL endorsements.
2. Who needs to complete ELDT?
ELDT generally applies to individuals who are:
- Obtaining a Class A CDL for the first time
- Obtaining a Class B CDL for the first time
- Upgrading from a Class B CDL to a Class A CDL
- Obtaining a Passenger (P) endorsement for the first time
- Obtaining a School Bus (S) endorsement for the first time
- Obtaining a Hazardous Materials (H) endorsement for the first time
3. What training must an entry-level driver complete to be permitted to take a commercial driver's license (CDL) skills test or knowledge test?
To be eligible to take the Class A or Class B CDL skills test, the S or P skills test, or the H knowledge test, commercial driver's license (CDL) applicants must have completed applicable entry-level driver training from a registered training provider . The type of training required depends on the type of license or endorsement for which the driver is applying. Below is a summary:

4. When did the ELDT requirements take effect?
The federal ELDT requirements took effect on February 7, 2022. They are not retroactive to individuals who already held the applicable CDL or endorsement before that date, subject to specific exceptions.
5. Can I complete ELDT training online?
For applicable theory training, ELDT may be completed through an online training provider, provided the provider meets FMCSA requirements and is listed on the Training Provider Registry (TPR).
For Class A, Class B, P, and S training, required behind-the-wheel training must be completed with a qualified instructor and appropriate commercial motor vehicle.
