This CDL Entry Level Driver Training (ELDT) – X Endorsement course consists of 14 lessons divided into 5 modules. Students must complete each lesson in the order listed below.

Lessons

Introduction

Module 1: Hazmat Basic Requirements and Communication

This module sets the stage for understanding the rules and regulations governing hazardous materials transportation. Students will learn foundational hazardous materials competencies and applicable DOT HMR and FMCSR regulatory requirements, including the hazardous materials table, proper marking, labeling, and placarding of cargo, and the preparation and importance of shipping papers. This module also explains how to identify appropriate reporting channels during hazardous materials emergencies.

Module 2: Safe Transportation Practices

This module introduces practical procedures for safely transporting hazardous materials. Students will learn regulations related to tunnels and railroad crossings, proper loading and unloading techniques, cargo segregation and securement, and requirements for transporting hazardous materials alongside foodstuffs. Specialized considerations for bulk packages, including cargo tanks and portable tanks, are also covered.

Module 3: Emergency Preparedness and Response

Being prepared for emergencies is critical when transporting hazardous materials. This module focuses on accident response and unintended hazardous materials releases. Students will learn proper reporting procedures and best practices for emergency response to protect people, property, and the environment.

Module 4: Pre-Trip and Operational Considerations

Module 4 emphasizes pre-trip inspections and operational safety. Students will learn proper procedures for checking vehicle tires before each trip and understand critical FMCSA regulations related to fueling while transporting hazardous materials.

Module 5: Planning and Permits

This module focuses on trip planning and regulatory preparation before transporting hazardous materials. Students will learn route planning requirements, how to select compliant routes, and when a Hazardous Materials Safety Permit (HMSP) is required. The module also covers operational procedures for transporting hazardous materials under an HMSP to ensure safety and compliance.
